The national awards for bravery was started in 1957 by the Indian Council for Child Welfare (ICCW) to recognise and honour children who have performed outstanding deeds of bravery and selfless sacrifice. Every year the ICCW confers these awards to children below 16 years of age.
Applications for these awards are acknowledged from Central/State government departments, Panchayats, Zila Parishads, school authorities as well as state and Union Territory councils for child welfare.
The selection is made by a committee constituted by the ICCW, comprising of representatives from the Secretariats of the President and the Vice-President, various ministries, as well as the Central Social Welfare Board, police, All India Radio, Doordarshan and leading NGOs such as the National Bal Bhavan, SOS, Children's Villages of India, R K Mission and experienced ICCW members.
The awards are announced on November 14 (Children's Day) and the Prime Minister presents the awards on the eve of Republic Day. The awardees receive a medal, certificate and cash as a token of their indispensable courage.
In addition to this, some of them are also granted financial assistance to complete their schooling (ICCW's sponsorship programme) and professional courses such as medical and engineering (under the Indira Gandhi scholarship scheme). Assistance is also provided to some till they complete their graduation.
The Jeevan Raksha Padak Series of awards are given for courage and promptitude under circumstances of great danger to the life or bodily injury of the rescuer, displayed in an act or a series of acts of humane nature, in saving life from drowning, fire, rescue operations in mines, etc. Recommendations for Jeevan Raksha Padak series of awards are received from the State Government/Union Territory, Administrations and Ministries /Departments of the Government of India.
बच्चों की असाधारण बहादुरी और नि:स्वार्थ त्याग को मान्यता और सम्मान देने के लिए भारतीय बाल कल्याण परिषद (आईसीसीडब्ल्यू) द्वारा 1957 में राष्ट्रीय वीरता पुरस्कार देना आरंभ किया गया था। प्रत्येक वर्ष आईसीसीडब्ल्यू द्वारा 16 वर्ष से कम आयु के बच्चों को ये पुरस्कार दिए जाते हैं।
इन पुरस्कारों के लिए केन्द्रीय/राज्य सरकार के विभागों, पंचायतों, जिला परिषदों, विद्यालय प्राधिकरणों तथा बाल कल्याण संघ राज्य क्षेत्र परिषदों से आवेदन स्वीकार किए जाते हैं।
आईसीसीडब्ल्यू द्वारा गठित एक समिति द्वारा चयन किया जाता है, जिसमें राष्ट्रपति और उप राष्ट्रपति के सचिवालयों के प्रतिनिधियों और केन्द्रीय समाज कल्याण बोर्ड, पुलिस ऑल इंडिया रेडियो, दूरदर्शन तथा प्रख्यात गैर-सरकारी संगठनों जैसे राष्ट्रीय बाल भवन, एसओएस, चिल्ड्रेन्स विलेजेज़ ऑफ इंडिया, आर.के. मिशन और अनुभवी आईसीसीडब्लयू सदस्यों के प्रतिनिधि शामिल हैं।
इन पुरस्कारों की घोषणा बाल दिवस, 14 नवंबर को की जाती है और प्रधानमंत्री द्वारा गणतंत्र दिवस की पूर्व संध्या पर दिए जाते हैं। विजेताओं को एक पदक, प्रमाणपत्र और उनके असाधारण साहस के लिए सांकेतिक रूप में नकद राशि प्रदान की जाती है।
इसके अतिरिक्त, कुछ बच्चों को अपने पढ़ाई पूरी करने के लिए वित्तीय सहायता (आईसीसीडब्ल्यू का प्रयोजित कार्यक्रम) और चिकित्सा तथा अभियांत्रिकी जैसे व्यावसायिक पाठ्यक्रमों में (इंदिरा गांधी छात्रव़त्ति योजना के तहत) सहायता दी जाती है। कुछ बच्चों को स्नातक स्तर तक पढ़ाई जारी करने के लिए भी सहायता दी जाती है।
जीवन रक्षा पदक पुरस्कार श्रृंखला के तहत उन्हें सम्मानित किया जाता है, जिन्होंने बचावकर्ता के रूप में जीवन के खतरे और शरीर की चोटों के गंभीर जोखिम के बीच आग की लपटों से, खान के अंदर बचाव कार्यों आदि से जीवन बचाने में माननीय स्वभाव की गतिविधि या अनेक गतिविधियां प्रदर्शित कीं। जीवन रक्षक पदक श्रृंखला के पुरस्कार प्रदान करने की सिफारिश राज्य सरकार/संघ राज्य प्रशासन और भारत सरकार के मंत्रालयों/विभागों की ओर से की जाती है।
